The Maldives on a Budget: Planning the Full Cost

A practical Maldives budget comparison: what to include in local-island and resort quotes, how current taxes work, and where transfer and meal costs change the answer.

A Maldives trip on a budget starts with a complete island-stay price, followed by the international flights that make that stay possible. A local-island guesthouse is a sensible starting point when you want control over meals and excursions. A resort package deserves comparison when its included meals and transfers replace spending you would otherwise make.

The cheapest room is not necessarily the cheapest workable holiday. Price the same party, dates and intended activities across your finalists, then count every cost once. The examples below use official information checked on 3 October 2026; advertised components are not bookable quotes for your dates.

Set a trip ceiling before a nightly target

Write down the maximum total you can spend, including flights, baggage, accommodation, transfers, food, activities, insurance and personal purchases. Keep a separate reserve for a disrupted connection. Only then work backwards to the accommodation allowance.

Use the final airline checkout total for everyone travelling. If you compare a package including international flights with a hotel-only offer, remove that mismatch before comparing prices. Record currency and payment dates too: a quote in dollars and a card statement in euros are not the same amount, and your payment provider determines the conversion you actually receive.

For accommodation, request the price for the whole room and party over the whole stay. A per-person sharing rate cannot be compared directly with a room rate; a solo traveller cannot assume the advertised sharing price applies. Families need the children's ages, room occupancy, extra beds and meal eligibility written into the offer.

Your reserve should reflect a plausible alternative journey and overnight stay, priced separately. An arbitrary small percentage is little help if it cannot cover the specific disruption your route could create.

Taxes: the local-island label is not enough

MIRA's GST overview distinguishes tourism services from general goods and services. Tourism-sector GST is 17%, effective from 1 July 2025; do not apply the general-sector rate to a tourist guesthouse merely because it is on an inhabited island.

Green Tax has a separate structure. MIRA's current table lists USD 6 per person per taxable day for hotels and tourist guesthouses on inhabited islands with 50 or fewer rooms. Resorts, and hotels or guesthouses outside those qualifying conditions, generally fall under USD 12. Children below 2 years at check-in are exempt.

For 2 adults and 7 taxable days, that component is USD 84 at the qualifying lower rate or USD 168 at the higher rate. These are tax calculations, not total holiday estimates. Ask the property to confirm its category and taxable day count: the Green Tax regulation computes stays in 24-hour blocks and applies a 12-hour rule to the final block, so “nights” is only a budgeting shorthand.

Also request the service-charge line and the final tax-inclusive total. MIRA's pricing FAQ explains the treatment of displayed prices where service charges apply. Do not guess what a “++” suffix means, or add charges again when the supplier has already included them.

Maafushi: a transfer price you can actually use

Kaani's transfer page advertises Maafushi speedboat travel at USD 25 per adult each way. That makes USD 100 for 2 adults returning, before resolving any charge not specified in your written offer. Treat it as a published planning component, not a guaranteed final fare.

The useful distinction is inclusion. Kaani's accommodation FAQ says transfers need separate booking and that its bookings include Green Tax. Therefore a comparison that adds both transfer and Green Tax automatically can be wrong: add the boat if excluded, but retain included tax inside the room total. A specific package may have different inclusions, so its written terms govern your booking.

Ask for the room category, breakfast or other meals, return boat for all passengers, final payable amount and cancellation terms together. Then add lunches, dinners and outings that remain outside the offer. This produces a usable Maafushi figure without pretending that every hotel, beach position or excursion is interchangeable.

Dhigurah: price the route that serves your purpose

A local island farther along your chosen route can still be good value if it gives you the holiday you want. But a similar room price does not make its travel costs equivalent to Maafushi.

Bliss Dhigurah describes several transfer options, including a speedboat and a domestic flight via Maamigili with onward transport. Ask it to quote the complete route against your international flight details. For a flight-based option, establish whether the onward ground and boat legs are included, alongside baggage conditions and the return connection.

The budget comparison should also include the activity that motivates choosing Dhigurah. Get the actual outing price, equipment, meal inclusion, group format and cancellation arrangement. A lower room bill is irrelevant if reaching your priority experience adds several unplanned purchases. Conversely, spending more to be in the right area may be rational when that activity is the reason for travelling.

Resort packages: subtract only costs they replace

A real example makes this clearer. The Blissful Baros offer advertises shared return airport speedboat transfers and daily breakfast and dinner at Lime Restaurant. It applies to selected villa categories, and its terms say applicable taxes are additional.

That establishes the comparison structure, not an affordable resort price for every traveller. Request the final dated offer, then budget for lunches, drinks and your chosen activities. Dinner at an included restaurant does not imply that every restaurant is covered. A discount elsewhere is still a purchase, and a complimentary activity has financial value only if you wanted to buy it.

For an all-inclusive alternative, obtain the actual inclusion sheet. Check serving times, drinks, excluded items, restaurant booking rules and whether excursions or equipment feature at all. Compare it with what you realistically consume, not the longest list of benefits.

Build a like-for-like total

Use this worksheet for the same stay length and party. Enter amounts only after the supplier has identified inclusions; write “included” rather than entering the same cost twice.

Add the relevant international flight total and reserve to each column. The result is a trip comparison, not simply an accommodation comparison.

A useful decision rule is to compare the gap between the initial offers with the gap between their uncovered costs. If the cheaper room creates extra meal and transport spending greater than its initial saving, it no longer wins on total cost. You do not need an invented nationwide daily budget to make that calculation.

Make the quote dated and reviewable

Save the quote issue date separately from the travel dates. Keep its expiry, availability conditions, deposit deadline and cancellation schedule. A screenshot of a promotional starting price without those details cannot secure your budget.

A concise request can read: “Please quote the complete stay for our exact dates and party, including the named room, meal plan, all mandatory charges and return transfers matched to our flights. Please list exclusions, activities requested separately, payment currency, deposit and cancellation terms.” Add children's ages where relevant.

Compare offers while both are still valid. If one expires before you can secure the other, refresh it. Also identify who is responsible for arranging each transfer; a booking reference for a room does not necessarily confirm seats on a boat.

Protect the saving from awkward travel days

Trans Maldivian Airways operates from sunrise to sunset. For a seaplane stay, a late international arrival therefore needs the property's confirmed connection plan. A cheaper flight can lose its advantage if it creates an additional hotel night, meals and transport.

Our editorial planning allowance is to keep arrival and departure days free of prepaid excursions until transfers are confirmed. For a split stay, initially reserve half a day for moving, then replace that allowance with the operators' actual plan; a complicated routing may take longer. These are scheduling allowances, not operator journey guarantees.

A public ferry belongs in the budget only after its route and sailing fit your dates. Ask the accommodation to identify the service and a priced alternative if it does not run. Do not build a tight flight connection around a generic cheap-ferry recommendation.

Reduce the total without removing the reason to go

Stay on a single suitable island if the alternative adds a transfer mainly for variety. Select the room category you will enjoy using, rather than paying for a photograph of a category you have not booked. Keep the priority excursion and reconsider extras you added only because they were on a package list.

For meals, compare the incremental price of a meal-plan upgrade with the meals it genuinely replaces. An excursion including lunch can reduce the usefulness of prepaid hotel lunches. Check actual nearby dining options before relying on eating out every night.
